British dual nationals face imminent travel bans to the UK, Home Office confirms

The Home Office has confirmed that British citizens with a second nationality may be blocked from entering the UK from Wednesday, sparking concern among affected individuals. The government's decision to implement a new digital immigration system has led to this potential disruption.

Despite pleas from families, the3million campaign group, the Liberal Democrats, and former Conservative cabinet minister David Davis for a grace period, the Home Office has decided to proceed without delay. The new rules require all passengers, including dual nationals, to present a British passport or a certificate proving their right to enter the UK when boarding flights, ferries, or trains.

The Home Office spokesperson explained, "The UK is enhancing border security through a modernised digital immigration system. From February 25, international carriers will check all passengers for valid permission or status to travel to the UK, similar to visa nationals. British citizens need a British passport or a foreign passport endorsed with a certificate of entitlement. Expired British passports may also be accepted as alternative documentation at carriers' discretion."

Davis and the Lib Dems had requested a grace period to allow dual nationals to obtain the necessary documentation, but their pleas were ignored. The new rules have caused significant stress for many.

Hundreds of dual nationals have contacted the media, sharing stories of cancelled flights, missed family events, and disrupted travel plans. Many learned about the rule only recently, with some having their travel plans severely impacted. One constituent of Davis, living in the Netherlands, faced a heart-wrenching situation due to her passport being stuck with authorities. A British couple on their honeymoon in New Zealand had to abruptly end their trip, incurring significant expenses to return home before the rule's enforcement.

EU citizens who have recently naturalised in the UK, becoming dual nationals, are also affected. The rules were published in November, but effective communication to dual nationals was lacking. Many only learned about the rule through media reports on February 13.

The alternative to a British passport is a certificate of entitlement linked to their second passport, costing £589. However, obtaining this certificate can take up to eight weeks, and its cost is significantly higher than the £16 electronic travel authorisation for tourists.

The Home Office acknowledges the significant impact of these changes, providing temporary guidance to carriers on alternative documentation, including expired passports and valid non-visa national third-country passports with matching biographic details. The decision to accept alternative proof lies with carriers, and the specific alternatives they will accept remain subject to operational discretion.
